The candidate for president shall be selected … using a candidate electoral college the same in numbers and distribution as the electoral college, and counting only candidate electors from regions represented by the party in the House or Senate.
The candidate electoral college will ensure that every region counted in candidate selection will count in candidate election.
Counting candidate electors only from regions represented by the party will ensure that candidates will be selected only by people who are measurably successful at winning elections and at representing the party in government, who will be likely to more-successfully advance the party and refine its governance in the national government.
